To be honest, I don't know the color to have the true scale. If you want that 100m (exemple), 100 true units elevats to 100 for real on your heightmap I don't know what color exactly will do the job (I think 255, but I'm not sure, can't confirm that). To be really 100%, I must rip a map as a 3D model (with 3DRipperDX) then i'll be able to see with a lot accuracy "if you set max height (100m) with max color (255), what's the value given then ?". If it's 100, then ok, but I don't think I'll get an "easy" value, I'll get decimal thing, as eemple "102,472" and not exactly 100. Well, I'll try today to check that then i'll confirm the "difference" given for that question : "if you set max height (100m) with max color (255), what's the value given then ?"
EDIT : I tryied what I talked about above, and for a 255 color on a 0 color (max height "difference" possible to draw) with max height (99m there) It seems that i got 151,655m. So :
99m to set on trkeditor <=> 151,655m for real.
The "coefficant" between them is then 1,5318686868686868686...(continues endelessly)
That 151,655 may not be the "perfect" value and I need to make other tests, that value is only a base to refer, nothing more for now. Hope it help a bit still.

I can't give you meters but only units. (Crashday tiles arn't made with meters unit but a custom unit called "unit", but i remember that one time I tryied to compare them and it seemed that 1 meter of tile = 1 unit of model, so it will work for your case)
Also, don't forget that when you make a terrain there is 2 ways for get a same height "wanted".
It depend of the color of you *bmp and the height you choose on the track editor itself (30m, 50m 100m etc...). As exemple a lightfull color with a low hieght set on the track editor will put some height, that can also be obtained by set a bit darker color with more height on the track editor, I think you know what I mean.
This is why tiles' meters are useless to say, it depend of the height you'll set on the track editor AND the colors you are working on your *bmp !
EDIT : I still can give you the height of all the default tiles, without forgotting anyone, but I'll give you that later because it takes time and I don't have today

i just always set the max height then 1 game meter is 1 greyscale unit in paint.net (of 100 or 255 to choose).
